On Wednesday, May 19, within the framework of the discussion session on the topic "SAR: the results of its functioning and prospects for further development", the Governor of the Kaliningrad Region Anton Alikhanov spoke about the experience of the SAR functioning on the territory of Oktyabrsky Island, the results of the functioning of the SAR regime, as well as the formation of an attractive investment climate in order to stimulate the re-domiciliation of foreign companies in the SAR on Oktyabrsky Island.
To date, 42 participants are registered in the Kaliningrad SAR.
The SAR is not just a preferential legal regime, but also real companies with new jobs in the region, this is tax revenues to the budgets of all levels and investments in the Russian economy. So, for the period of operation of the SAR (2019-2020), tax revenues from the SAR participants amounted to about 790 million rubles to all levels of budgets, of which 280 million rubles went to the consolidated budget of the Kaliningrad region. Since 2019, the participants of the Kaliningrad SAR, only within the framework of their obligations related to re-registration, have made investments in the Russian economy in the amount of more than 50.8 billion rubles.
It should be noted that the terms of registration of international companies start from 5 working days (for a full registration cycle). The management company provides consulting services in matters of re-domiciliation; cooperation with the largest audit and consulting companies has been organized.
In terms of organizing the presence of companies, the region can offer not only a wide range of versatile office premises of any configuration, but also the availability of the entire range of business infrastructure and quality services for international companies.
It should be noted that there are two beneficial legal regimes in the Kaliningrad region at once: a special administrative region and a special economic zone, covering the entire territory of the Kaliningrad region and even adjoining internal sea waters and the territorial sea. The benefits of the Special Economic Zone regime are tax preferences for investors and the possibility of applying the customs procedure of a free customs zone.
By the Decree of the Government of the Kaliningrad Region No. 780 dated December 24, 2018, from January 21, 2019, the functions of the management company in the SAR on the territory of Oktyabrsky Island (Kaliningrad Region) were assigned to the Kaliningrad Region Development Corporation JSC.
