Rosatom is building a plant for the production of lithium-ion cells and energy storage systems in the Kaliningrad region

The new enterprise can become an existing employer in the Kaliningrad region.

On Wednesday, September 15, LLC RENERA, an industry integrator of Rosatom for energy storage (part of the Fuel Company of Rosatom TVEL) and the Government of the Kaliningrad Region, complies with an agreement on the implementation of an investment project to locate the production of lithium batteries and energy storage systems in the region.

The technological partner of the project is Enertech International Inc., a related South Korean manufacturer of lithium-ion batteries, which RENERA LLC became a co-owner in 2021 (the share of the Russian side is 49%).

The plant for the production of lithium-ion cells and energy storage systems - the "Russian gigafactory" - will operate at the site of the Baltic NPP as early as 2026. The construction of the facility will contribute to the development of this industrial site. The total production capacity of the plant is at least 3 GWh per year (the total capacity of the batteries produced).

“The implementation of this project gives a powerful impetus to the socio-economic development of remote areas of our region. The preliminary need for personnel at the new plant is estimated in two thousand people, which means the prospect of serious growth in relation to the large number of people in our eastern districts” Governor Anton Alikhanov said.

“Construction in Russia of a full-scale plant for the production of lithium-ion energy storage devices is an important issue for the implementation of the strategy of Rosatom and TVEL Fuel Company for the development of new non-nuclear enterprises, as well as for the implementation of the Concept for the development of electric transport in Russia until 2030 adopted by the Government. It is planned that the production of products will be in demand by the President mainly by domestic automakers, and, thus, the emergence of a significant contribution to the selection of state policy in the field of import substitution,” said Natalya Nikipelova, representative of TVEL JSC.

“The signals we are consuming from the Russian market are consuming that our planned annual production volumes are in short supply. “In the implementation of the current plans for the development of electric transport, we assume a scenario of a possible increase in the production capacity of the plant to 12 GWh,” said Emin Askerov, General Director of RENERA LLC.

Energy storage sources are cross-cutting technology in the portfolio of non-nuclear products of Rosatom State Corporation, which allows creating high-tech products that are in demand in the new technological paradigm in accordance with the concept of energy transition. Lithium-ion batteries of Russian enterprises are used in electric buses, electric vehicles, special equipment and in the power grid complex, sources of uninterrupted power supply and balancing energy consumption.
